The Government of Moldova implemented key elements of the TNA in the country’s health sector, following extreme heat experiences during the summer of 2016. Given the increased likelihood of similar extreme weather events in the future, the prime minister instructed the authorities to put in place more medical emergency care and rehabilitation measures, as proposed by the TNA. Thus, the TNA worked as a helpful tool in carrying out swift solutions through simple, low-cost technologies while at the same time building longer-term resilience to climate change.

Moldova is a landlocked country in eastern Europe, situated between Ukraine and Romania, where it is among the region’s poorest countries. Agriculture is the dominant economic sector, and 85% of Moldovan households own agricultural lands, primarily in the form of small farms. Agricultural output is declining due to unsustainable farming methods and unfavourable climate conditions such as droughts. Accordingly, the agriculture sector was identified as a priority in the TNA, and several projects are aimed at building greater resilience into Moldova’s farming practices.

Moldova completed its TNA in 2013. Technologies such as crop rotation, soil tillage and fertilization have been pooled to serve as a holistic approach to farming that will help reboot soil fertility and make production more sustainable in a way that is more resilient to climate change. The Technology Action Plan details a project with the goal of applying this approach on 340,000 ha. The farming system has been tested at the Research Institute of Field Crops, its experiments proving that the proposed system is economically and financially feasible.

Moldova’s TNA contributes to the following Sustainable Development Goals

    • Conservation system of soil tillage without herbicides for winter wheat
    • Applying 50 t/ha of manure with bedding to agriculture soils once every five years
    • Add fields of vetch to provide green fertilizer within a five-year crop rotation
  • Health sector
    • Supply high-quality water to the rural population
    • Provisional posts of emergency care and prompt rehabilitation during critical periods of heatwaves

Priority technologies for mitigation

  • Energy sector
    • Combined heat and power plants based on internal combustion engines of at most five hundred kW
    • Gasification of municipal solid waste for production of heat and electricity
    • Hybrid electric vehicles
  • Agriculture sector
    • The no-till soil-cultivation system with preliminary positive recovery of the post-arable layer and use of vetch as an intermediate crop for green fertilizer
    • Mini-till soil cultivation system with preliminary positive recovery of the post-arable layer and use of vetch as intermediate crop for green fertilizer
